Self-help Bank and Automatic Terminal

1. Self-help Bank and Self-help Terminal Introduction

(1) Self-help bank: we provide the clients with convenient bank service through self-service equipment to decrease operating cost. Our self-service equipment are distributed in the public places such as banking outlets, automatic service areas, commercial facilities, hospitals and schools.

(2) Self-service equipment: the self-service equipment are divided into cash self-service equipment and non-cash self-service equipment according to their functions; cash self-service equipment are divided into automatic telling machine (ATM) and cash recycling system (CRS). Non-cash self-service equipment refers mainly to multimedia inquiry machine.

(3) Application modes of self-service equipment

Divided by installation methods:  in-hall mode and through-wall mode

Divided by places: in-bank mode and off-bank mode.

 

2. Functions of self-help bank and self-service terminal

(1) Cash self-service equipment

1. Business functions

The transaction functions of Unionpay Card: balance inquiry, withdrawal, inter-bank transfer, credit for loan, electricity bill payment; the business functions of bank card in the system: balance

inquiry,details inquiry, withdrawal, changing password, deposit (with card, without card, without deposit book), transfer within bank, inter-bank transfer, credit for load and electricity bill payment.

 

2. Transaction rule

(1) Single withdrawal limit for self-service equipment shall be 5000 Yuan.

(2) Daily accumulative total of withdrawal for self-service equipment shall be 20,000 Yuan.

(3) Daily deposit times shall be not limited to self-service equipment.

(4) Daily accumulative transfer amount with the bank for self-service equipment shall be 50,000 Yuan (it shall sign contract over the counter to open transfer function).

(5) If wrong password of self-service equipment is input 3 times continuously on the same day, the card shall be retained.

(6) The minimum withdrawal amount entered for self-service equipment Ji Card --- People Benefiting Card loan issuing business shall be 100 Yuan.

 

3. Charging standard

If the card of other banks is used to withdraw deposit from the self-service equipment of Jilin Province Rural Credit Union, the system shall deduct automatically handling fee according to the charging standard of the issuing bank and we shall charge 3 Yuan for each deal.

 

4. Application process for newly increased self-service equipment

(1) The branch shall submit the terminal number and distributing location to the e-banking department to apply for secret key.

(2) Each branch shall submit virtual teller number, so as to enter the information of the self-service equipment to go online on the preposition management platform of the card.

 

5. Requirements on the distribution of off-bank ATM

1) The site selection shall aim at the places with large passenger flow volume, such as enterprises, communities, schools, hospitals, large markets and subways, the rural-urban continuum that have not been covered by banking outlets and the places with prospective volume of business. (in principle, the average monthly volume of business shall be 1820 deals)

2) Free of rental fee or the rental fee is proper and reasonable.

3) The location of ATM shall be obvious.

4) The place shall be provided with earthed power supply, null line at the left and live line at the right.

5) The special lines of Unicom and Telecommuter can be accessible.

6) In-hall equipment shall need a space of 1.5X1.5 meters.

7) The cash replenishing chamber back of through-wall equipment shall need a depth of at least 2.2 meters, ensuring cash replenishing and maintenance.

 

(2) Non-cash self-service equipment (multimedia inquiring machine)

With the following business functions:

1. Passbook updating function. Supporting the passbook updating function of all the unprinted data in the system.

2. Balance inquiry function: supporting the balance inquiring function of magnetic strip debit card, IC card, loan card and passbook of current savings.

3. Details inquiry function: supporting the details inquiring function of magnetic strip debit card, IC card, loan card and passbook of current savings. Enter the beginning and ending dates of the inquiry, to display the recent 40 detail items.

4. Member points inquiry function. Supporting the inquiry functions of the historical member points and current member points on magnetic strip card.

5. Password changing function. Supporting the password changing function of magnetic strip debit card, IC card, loan card and passbook of current savings, the changed password shall not be consistent with the original one.

6. Deposit interest rate inquiry function. Supporting the unified basic interest rate inquiry function issued by the People’s Bank of China, not supporting the deposit interest rate stipulated by the banks and cooperatives at present.

7. Loan interest rate inquiry function. Supporting the unified basic loan interest rate inquiry function issued by the People’s Bank of China, not supporting the loan interest rate stipulated by the banks and cooperatives at present.

8. Exchange rate inquiry function. Supporting only the exchange rate inquiry function of the banks and cooperatives that has opened foreign currency exchange business. The exchange rate information shall be maintained on the preposition management platform of bank card, of which the concrete maintenance processes are included in the exchange rate maintenance operation manual (Annex 1).

9. Loan types inquiry function. Supporting the inquiries on the loan application, loan purpose and loan limit of household loans and fixed assets loans such as peasant breeding loan, direct subsidy secured loan, enterprise joint guaranty loan, loan on credit.

10. Inquiry on the locations of banking outlets. Including the names, detailed addresses, lines of public bus, business consulting Tel. No. of the banking outlets within the province, as well as the details such as whether being equipped with self-service equipment.

 

3. VTM self-service terminal

VTM (Virtual Teller Machine) refers to remote teller machine and video teller machine, through which the users can realize remote audio and video calls and desktop sharing with the remote bank tellers. VTM equipment may help the users to realize all-around financial services, to corporate and to private, domestic and overseas, domestic currency and foreign currency and financial planning. They are the prerequisite equipment to establish self-service financial supermarket and small unmanned community bank in the future bank modernization construction.

 

(1) VTM business functions

1. Online customer service, customer instruction, business operation;

2. Debit card opening and inquiry;

3. Credit for load and debit for unload of Financing IC Card;

4. Inquiry on debit card bill and repayment period;

5. Financial service contract, termination of contract, maintenance and inquiry;

6. Contract, termination of contract, maintenance and inquiry on internet bank, cellphone bank, SMS financial service and self-service equipment transfer;

7. Corporate account service, transfer settlement.

 

(2) Features and advantages

VTM service is low in cost and convenient for banks to optimize business process, to control risks and to shunt the counter business effectively.

VTM video system can realize the customer service staff helping the clients fill in forms face to face, issuing cards,  to improve the efficiency of self-service greatly.

The clients may complete over 90% of financial business through VTM, such as identity information collection, data scanning, bill accepting and receipt printing, both corporate business and business to private.
