(1) Financial IC Card is also called chip bank card with a chip as the medium, that is, insetting a special integrated circuit chip into the plastic substrate of bank card and encapsulating it into the form of a card similar to magnetic strip card or of various shapes. It can save secret key, digital certificate and fingerprint information, to provide the card holders with the convenience of multiple-application card. It has the advantages of small volume, large memory capacity, high safety, high reliability and low comprehensive cost.

(2) Main functions of Finance IC Card

1. Debit business: the debit business of IC Card refers to the debit application function which has been realized on the original magnetic strip card, including deposit and withdrawal, transfer, consumption, sales return, pre-authorization, completion of pre-authorization, balance and details inquiry.

2. Electric cash account: electric cash account is not registered and can not report loss; the funds in electrical cash account is non-interest-bearing; electrical cash account does not support encashment; the maximum balance of electrical shall be 1000 Yuan (including 1000).

3. Micro payment: refers to the business function of the electrical cash account based on IC card. Micro payment supports only offline purchase. Offline purchase can be divided into contact offline purchase and non-contact offline purchase. In accordance with the selection of the card holder, the balance can be read and displayed with POS or ATM, or hand-held devices such as E-wallet balance card reader.

4. Non-contact offline purchase: offline transaction has low environmental requirements and is suitable to support the applications of tax, public bus and community commercial outlets with poor network environment and low transaction amount.
